How is a permanent residence permit different from having a German passport?
A permanent residence permit allows an individual to stay for an unspecified period of time. EU blue card for Germany:

The requirements for the EU blue care are significant and it’s certainly not a quick or easy solution for residency. Initially, to attain the permit, the individual should have a university degree and a German employment contract and a minimum gross salary required 55200 EUR and 43056 EUR per annum for mathematics, computer science, the natural sciences, engineering and human medicine.
The initial terms of the EU blue card will normally permit the individual to stay for up to four years unless the work contract is shorter than this. Then one can apply for a permanent residence card. Once the individual is given a permanent residence card, after living in Germany for a period of 18 months, he/she can move to any other EU country.
You are already a resident if you have a long-stay visa or Aufethaltserlaubnis. - Marriage certificate (if applying for a fast track PR as a result of being married to a German citizen)
- Enclosures of financial sources (bank statements for employees and tax returns for the self-employed)
- Letters of reference from the professors or employers
- Proof of accommodation or address proof (Anmeldungsbestätigung)
- Professional licence (if applying for a fast track PR as a result of being highly skilled and on-demand in a particular field)
German Law:
An individual may be questioned about his knowledge on the pervasive and applicable German laws, its politics and societal norms. It is advised that the individual prepare for it beforehand.
The time span for the approval:
From the time of the interview, provided your documents are completely in order, it will usually be 2-3 weeks for your PR permit to be processed.
Fees:
The standard fee for a PR permit is 135€ and for self-employed people, it is 200€.
Dual citizenship:
Some citizens choose to progress from being a PRP holder to a German citizen with a German passport. This may entail you to give up your original citizenship or have dual citizenship. While it is allowed, it isn’t encouraged for individuals to have two passports. However, for the EU nationals naturalized in Germany, dual citizenship is common. It is also permitted for refugees from countries where it isn’t possible to renounce citizenship.
